The FAQ says:

Q: Icewm's taskbar keeps covering the movie in fullscreen mode! 
A: The taskbar cannot be overlapped by any window unless you add the
   following line to ~/.icewm/preferences:
   TaskBarKeepBelow=1

There is a second method: Put this line to ~/.icewm/winoptions:

MPlayer.layer: Menu
